To All Refugees and Asylum Seekers registered by UNHCR



Kindly be advised that the Malaysian Government has started to conduct the registration of refugees and asylum seekers registered by UNHCR under its 6P exercise beginning yesterday 23 August 2011. This registration will include the taking of bio-data and biometric information of all individuals concerned. UNHCR has been requested by the Malaysian Government to assist in the process by verifying the true identity of each and every individual concerned. The exercise will involve 6P registration for all asylum seekers and refugees registered with UNHCR, and will take a number of months to complete.

As for today, 24 August 2011, as agreed by the Malaysian Government and UNHCR, the first stage of the registration exercise will only be carried out to those individuals , who reside in Kuala Lumpur and Selangor. Due to the large number individuals, who will be included in this registration, it is important that this should be undertaken in an orderly manner. For this reason, UNHCR will be working closely with refugee community organizations (CBOS) in mobilising the concerned for purposes of this registration. UNHCR is in contact with the CBOS and had worked out a scheduling system to have selected population be registered this week. The schedule will be conducted in different batches and in accordance to communities that have been identified to send their members. The first phase of the exercise started yesterday, 23 August 2011 and will continue until August 26, 2011. This will be conducted in Putrajaya Immigration Office. The second phase of the 6P Exercise will commence in the month of September, 2011. The dates and venues will be confirmed. UNHCR will announce the schedule of the second phase once it is available.

For the first phase of the exercise, which will be conducted between the 23rd August to the 26th August 2011 the following CBOS have been advised to send their members to the Putrajaya Immigration Office;,



ACR, CRC, BRO, MMWC, FRO, KAREN, KARENNI, KACHIN, DAI, MON, SHAN

Please. note that with the limited processing capacity by Immigration, a quota of 2,500 individuals a day is being expected to be processed from Wednesday (24th August) to Friday (26th August). The above CBOS have been advised to bring a limit of 600 individuals to be brought to Putrajaya for the next 3 days (200 a day). Should the number arriving for 6P registration be larger than the numbers agreed, registration will be suspended and restarted on another day.

Following is the schedule for the next three days. Each community should bring the assigned number of individuals at the time which is indicated:

CRC/ACR - 400 individuals @ 8am

BRO/MMWC - 400 individuals @ 10am

FRO/KAREN - 400 individuals @ 12pm

KACHIN/KARENNIE - 400 individuals @ 2pm

SHAN - 200 individuals @ 3pm

DAI/MON - 400 individuals @ 4pm

The communities below were briefed not to send their members for the 6P exercise until further notice;

BMC, RSM, ERCA, STROM, NLD, ALD, ZAM, ZIM, FALAM AGAPE

ARAKAN ( they have engaged an agent to conduct the exercise for them)

Due to the overwhelming response we have been receiving, its advised for individuals who do not fall into any of the CBOS above to wait for further instructions from UNHCR before wanting to proceed to Putrajaya for the registration. As explained earlier, all UNHCR registered asylum seekers and refugees will be included in the 6P registration.
